I was looking at the computer summary for my pc and I saw the following listed:

While BOINC running, % of time work is allowed 6.2905 %

Any ideas why the % of time work allowed is so low and how I can change it?

Do you have it set to run only when idle, or only in screen saver mode?
If you have it set to only run when idle, check to make sure the minutes of idle are low. I don't know why else it would say such a low % unless you're sharing projects maybe? Not sure if it counts that against you or not (like 2 projects splitting time, maybe they'd both show 50%?) _________________

Also check your other processes running for how much CPU time they are taking. When I just got boinc set up I noticed that my anti-virus was using an insane amount of resources and scaled back its settings a bit. _________________

Nope I have it set to run all the time.

I checked the Task manager. It is showing that the 2 shrubs that are running at a time are each taking at least 47% of the CPU cycles, so no problem there.
Here is what SETI is showing for my pc:
