In an attempt to slightly increase the performance of the renderfarm in situations where there hasn't been work for a while
the server will now only send out 1 workunit per machine at most every 5 mins. This should limit the number of workunits that people can "stack up"
and hence give more machines the possibility of joining in on the rendering.
