With the release of a new Riesel.dat file, we will need to update the current BOINC client from the 5.27 version to 5.28. Not only will there be a slight speed increase (multiply that over 1800 boxes and we'll see a nice speed increase), but we're packing in a couple changes for the 5.28 client.

Windows 98/ME Support
Reduced debug output (stderr, specifically)
New, 69-k DAT file

Known Issues:
-The client may show a CPU time of 0:00:00 when it checkpoints. If it happens when the unit is finishing, the unit may report a CPU time of 0.00h, but will still get credit since the credit is not time-based.
-The Windows 98/ME client will ALWAYS report a CPU Time of 1 hour - from right when it starts until it finishes. While not optimal, it's the only thing I can find, other than shutting off the timer, to get around the built-in BOINC timer that is crashing the client on 98/ME
