Features:
-Dual-Core/HT processors should no longer have Access Violation errors (changed how the sieve is executed)
-DAT is not unzipped every time the program starts, greatly reducing the "sluggishnes" people have reported when a WU starts. The DAT will only need to be unzipped one time after being downloaded.
-Excessive disk writes have been reduced (from about 120/minute to 2/minute or so)
Side effect (and this should be temporary) - the CPU timer will only update 1 time per minute, but will still be accurate. The wrapper is feeding the CPU time to the BOINC Manager via a file write, and the only way to cut the file writes is to cut the reporting. Hopefully 5.25 will get the combination of rare disk writes + the continual CPU timer

Known Issues:
-Client preferences for disk write times not honored (still) - the 60-second waiting period should meet most client's preferences, though. Again, something we hope to get into the 5.25 version.
