Yes that's the URL that Boinc says is not available.

1. Download and install VirtualBox versions 5.1.12 – 5.1.18 or 5.1.22 - 5.1.28
2. Download and run BOINC
3. Choose Add Project and copy the URL-link of this page
http://uspex-at-home.ru/prediction/index.php <= Project not available. Server status looks good.
