I'd say, we should run towards the Looney Magnet (tm) at relativistic velocities, and see if any of the elementary lunatic particles (loonons) are generated when we smash into it. We then could capture the stray Loonons in a butterfly net, scoop them out with a soup strainer, and serve them on toast to grumpy politicians, to convert them to raving mad lunatics.

Since Sir Fart is self propelled, he should go first.

We could also Catapult two Dutch Power Kows in opposite directions, and create a mid air collision, to see if any moo-ons are expelled.
