We could say he was in the photo op only to attempt to court the "Shrub vote". Then release one of Sir Shrubbery planting and preserving a whole field of Shrubbery!

As for the Department Of Confusion (D.O.C. for short), I happen to work in just such a place, so I am familar with how this is done (really! You have all heard of the place & if I told you, well, you might not believe it.). Our motto will be "What's up Doc?" - from the old Buggs Bunny cartoons when he would confuse his opponents.
Sir Seejay,I appoint you to DOC, see if there is anyone else that is qualified to join and we shall start by mocking and taunting all of the elected "leaders".
